In April 2014, New York State commenced an ambitious initiative to reform the state’s energy industry practices and regulatory models. Called Reforming the Energy Vision (REV), it is intended to “promote more efficient use of energy, deeper penetration of renewable energy resources…deployment of ‘distributed’ energy resources…and promote greater use of advanced energy management products.” It is perhaps best known for its objective of developing new distribution platforms to act as hubs for DER, customer choice, and grid optimization.
REV is being discussed nationally as one of the most ambitious, forward-looking developments occurring anywhere in the electricity sector. REV is also an intense, multi-faceted process that is fast-moving, and challenging to monitor.
